DESCRIPTION:Coffee and company at 6:45 p.m. outside City Council chambers to steel 
 ourselves against the cold without and within.\nThe Public Works Commission 
 Meeting is scheduled to start at 7 PM.  \n\nComing up  are two agenda items 
 (##6 and 7) covering three issues\n\nEstablish Permit Parking Around the 
 Circles Church at Woodrow and California.  This is designed to restrict 
 homeless access to the church by neighborhood bigots. [Staff report, 
 letters, and proposal below]\n\nA New Ordinance Banning Night-time Parking 
 of RV's between 2 AM and 6 AM unless Permits (with restrictive 
 requirements) are paid for.  The measure is city-wide.  Permits will only 
 be issued for city residents and only for the block they're living on.  
 Living in the RV is specifically criminalized.\n\nAnother ordinance allows 
 the city to restripe parking places so as to exclude all large vehicles 
 except those they authorize.\n\nThe agenda is at
