 can be done, and what is being done, to reduce SF incarceration to a level 
 that City officials have said would make a rebuild unnecessary.  
 \n\nReducing pre-trial incarceration is particularly promising.  75% of SF 
 jail inmates are awaiting trial, rather than serving time for a convicted 
 crime, and currently an estimated half of SF jail inmates would be free on 
 bail if they had enough money or other financial resources. Blacks are 60% 
 of SF's jail population, though they are only 6% of the general
