 John Colby reports that homeless disabled people were being mistreated (one 
 man thrown into the street with a wheelchair; others denied services) by 
 the Homeless (Lack of) Services Center without any rules regarding appeal, 
 rights as disabled people, or consistent explanations.

 will be invited to speak both publicly and privately about the situation, 
 as well as make suggestions regarding what rights are most in jeopardy and
