 Enforcement (ICE)’s controversial Secure Communities Program (S-COMM) 
 relies on local police as "force multipliers" to conduct federal civil 
 immigration enforcement. \n\nThrough the automatic transmission of 
 fingerprints from local police to ICE at the point of arrest, over 182,000 
 people have been deported nationally as of March 2012. About 70 percent of 
 those deported do not have criminal convictions or were arrested for lesser 
 offenses. This panel will discuss the harm caused to community policing, 
 transparency, and local resources. We also will discuss solutions for 
 disentangling police from ICE, including the TRUST Act (AB 1081-Ammiano), a
