 disposal of syringes. Fresno Needle Exchange was "illegal" for nearly 14 
 yrs. & just was legalized. Modesto cant afford to wait that long when it's 
 estimated that 60-90 of users in Stanislaus county are Hep. C positive. The 
 Board of Supervisers tell us different & we demand DIRECT public health in
