 oversight, with the consensus of community groups, the mayor, and the city

 Lindheim is using underhanded tactics to kill the plan which would take all 
 civilian complaints away from OPD Internal Affairs and move them to the 
 Oakland Citizens' Police Review Board.  The plan is the only way for police
