 being "based on the premise that the poor have skills which remain 
 unutilized or underutilized." Dr. Liliane Koziol, a Madagascar expert, will 
 introduce the concept of microcredit in Madagascar and explore the impact 
 in the context of the ongoing development efforts of Madagascar at this
