 PDT\n\nThe San Rafael Board of Education on Monday adopted a balanced 
 budget -Êa move that required slashing about 25 jobs and nearly $1.5 
 million from the elementary district budget.\nThe district was forced to 
 trim its $32.6 million elementary budget because of anticipated deep cuts 
 in state funding. Legislators are grappling with a projected $15 billion 
 shortfall and have indicated that they will dip into education to offset 
 the deficit. A state budget is not expected until at least August.\nThe 
 elementary school district, a district that relies heavily on average daily 
 attendance to get state dollars, has suffered the most. The district 
 expects revenues of $32.3 million next year; of that, $7 million is 
 expected in local property taxes and $13 million should come from the 
 state.\nThe high school district, a basic-aid district that gets most of 
 its money from local property taxes, suffered only about $200,000 in cuts. 
 Officials expect the district to bring in about $25 million next year, 
 $19.3 million of it in property taxes, and have proposed a budget of $25.2 
 million.\nWith the recent downturn in the housing market, the future of the 
 district's property tax revenue column was murky, officials said.\n"I keep 
 reading articles that people are requesting tax reassessments," Trustee 
 Paul Cohen said. "Is that going to impact us?"\nDistrict officials said a 
 number of factors could affect their cut, but they intended to be alert as
