 at the Margaret Todd Senior Center to discuss organizing a citizens 
 committee to follow through on goals outlined by the committee.\n\nThe 
 community strategic plan was adopted by the Novato City Council in 2003, 
 and that's when the city formed the committee. In August, the Novato City
