 host a reception Sept. 9 to celebrate its 30th anniversary.\nThe event is 
 set for 3 to 5 p.m. \n\nThe foundation was incorporated as a nonprofit 
 organization in 1977 in anticipation of the reduction in property tax 
 revenue to fund municipal services after passage of Proposition 13. It was 
 one of the first entities in Marin formed solely to provide supplemental 
 funding to a local library through philanthropic giving and public and
