 may allow EAH Housing to issue $9.5 million in tax-exempt bonds for a new 
 affordable housing development near Larkspur Landing. \nIf approved, the 
 24-unit Drake's Way development would include 18 homes for families earning 
 less than $1,000 a month up to $50,000 a year, a range that qualifies them 
 for "very low income" housing in Marin. It would also provide five units 
 for low-income tenants with special needs, such as disabilities, HIV/AIDS 
 or chronic mental illness. \n\nApproval by the board would allow EAH 
 Housing to issue tax-exempt bonds through the Marin Housing Authority. 
 However, EAH Housing would assume sole liability for those bonds. The 
 nonprofit agency has received funding for the project from the Marin 
 Community Foundation, the county Community Development Agency and the 
 Tamalpais Pacific Foundation, as well as the city of Larkspur and the state 
 Department of Housing. \n\n"The Housing Authority and the county have 
 partnered with EAH on projects in the past, such as in Point Reyes and at 
 Edgewater Place (in Larkspur)," said Barbara Collins, executive director of 
 the Marin Housing Authority. "The Housing Authority has the capacity to 
 issue bonds, but EAH would have sole liability." \n\nSupervisors, in their 
 \n\n\n--------------------------------------------------------------------------------\n\nAdvertisement\n\n--------------------------------------------------------------------------------\nroles 
 as the Marin Housing Authority board members, approved the bond issue by an 
 unanimous vote July 17. However, the supervisors must also approve the 
 issue as county supervisors. A public hearing on the issue was delayed 
 until Aug. 7 when the county's bond counsel requested clerical changes to 
 the public notice of the hearing. \nEAH, formerly called the Ecumenical 
 Association of Housing, would build the Drake's Way development on a 
 5.5-acre property owned by the Monahan Pacific Corporation on the east side 
 of Larkspur Landing, on land that was formerly a brick kiln and rock 
 quarry. \n\n"The houses will be clustered on the 2 percent of the property 
 closest to the road," said Andy Blauvelt, project manager for EAH Housing. 
 "We're donating more than three acres of the property to the city for use 
 as open space." \n\nThe new homes would use certified "green" building 
 techniques and maximize energy efficiency and indoor air quality, said 
 Blauvelt. \n\nEAH is working with local service providers to come up with a 
 list of clients for the "special needs" housing at the site. The agency 
 would assign the remainder of the low-income housing through a lottery, 
 Blauvelt said. \n\nShould supervisors approve the bond issue, EAH hopes to 
 begin construction on Drake's Way by the end of this year. The agency
