 increase.\n\nTiburon Sanitary District officials are scheduled to vote on a 
 three-year series of fee hikes following a public hearing Monday.\n\nThe 
 rate hikes would include a 28 percent jump this year followed by a 9 
 percent increase next year and 4 percent increase the third year.\n\nSewer 
 fees for Belvedere residents, who pay $890 annually, the highest rate in 
 the county, would increase to $1,141 this year, $1,244 next year and $1,293 
 by 2010, district manager Robert Lynch said.\n\nConcerns about the rate 
 increase prompted a meeting last week involving district and city 
 officials.\n\n"We wanted to share with them all the information," Lynch 
 said. "They were very receptive. We explained to them what the income was 
 versus the expenditure. You can't spend more than you're bringing 
 in."\n\nLynch said the district, which annexed Belvedere as a service zone 
 in 2005, required the rate increase to boost a reserve account and pay for 
 sewer system improvements.\n\nBelvedere City Manager George Rodericks said 
 last week's session was illuminating and indicated a need for revenue. "The 
 numbers didn't lie," Rodericks said.\n\nHe attributed the city's existing 
 sewer rate, more than double most\nAdvertisement\nother areas in the 
 county, to issues including sewer line debt, fixed costs spread over a 
 small number of people, the need to build up reserve funds and the lack of 
 property tax funding.\n\nRodericks said he hopes to see the city achieve 
 representation on the district board and is encouraging city residents to 
 consider filling three district board vacancies.\n\nThe terms of three 
 incumbents on the district board are at stake on the November ballot. 
 Deadline for filing candidacy papers for the seats is Aug. 10.\n\nIF YOU
