 will hold a joint study session Monday to discuss the Miller Avenue Precise

 PDT\n\nControversy swirling around a plan to redevelop Mill Valley's Miller 
 Avenue has motivated several residents to consider running for City Council 
 in November.\n\nOf the six Mill Valley residents who have taken out 
 nomination papers so far, three - Garry Lion, Matthew Clark and Larry 
 Anderson - cited the Miller Avenue Precise Plan as one of their chief 
 concerns. A fourth, George Gordon, declined to say how he feels about the 
 plan.\n\n"I have many concerns," Gordon said. "It's still early."\n\nKen 
 Wachtel, an attorney who ran a close race in November 2005, and Maureen 
 Parton, an aide to county Supervisor Charles McGlashan, have also taken out 
 papers.\n\nThe Miller Avenue Precise Plan includes proposals for affordable 
 housing, bicycle lanes, pedestrian pathways, upscale retail stores and a 
 second town center. Opponents of the plan have formed a citizens group, the 
 Friends of Mill Valley, which holds town hall-style meetings 
 monthly.\n\nLion, who served on the council from 1986 to 1990, doesn't 
 belong to Friends of Mill Valley, but attended its last meeting.\n\n"I'm 
 having some issues with balancing the level of development the consultant 
 is envisioning with the parking and traffic impacts it will generate," said 
 Lion, who helped lead\nAdvertisement\nthe effort to preserve Horse 
 Hill.\n\nMill Valley's three incumbent council members are not seeking 
 re-election.\n\nThe Mill Valley council posts are just three among 125 
 local government seats up for grabs in November. The posts include seats on 
 seven other Marin city councils and 40 school and special services 
 districts. School trustee seats up for grabs include spots on the College 
 of Marin board, San Rafael Board of Education, Novato school board and 
 Tamalpais High School District board.\n\nThe filing period for the Nov. 6 
 election began July 16. Deadline for filing is Aug. 10 in races where 
 incumbents file - and Aug. 15 if no incumbent files.\n\n---\n
