 Leadership Council meetings below)\n\nAccording to the Urban Institute 
 Education Policy\nCenter, nearly 70% of Oakland youth and 80% of 
 all\nAfrican American males do not finish high school.  It\nis time for our 
 community to take action to address\nthis crisis as it relates to so many 
 other problems\nwithin Oakland,\nincluding unemployment, crime and 
 violence.\n\nEducation Not Incarceration (ENI) is fast becoming 
 anational\norganization centered in Oakland, CA, comprised of 
 individuals\nand organizations, with new chapters starting  every week.\nIn 
 Oakland over this summer we helped turn out over\n100 people to a forum at 
 Oakland City Hall that was initially\nslated to talk about how to 
 incarcerate more of Oakland's youth.\nThrough our organizing, along with 
 our allies,  we changed the\nforum's direction to one focussed on the need 
 for opportunities\nfor our youth.\n\nNow is an opportune time for us to 
 build off this event and take\naction in Oakland!\n\nJoin us at our first 
 Oakland planning meeting of the\nschool year:\nMonday, September 25, 
 6-8PM\nOakland Education Association office, 272 East 12th\nStreet (at 3rd

 Pushouts:\nShort term goals:\n1. End the policy of expulsions and 
 suspensions\n2. Reallocate funding from incarceration and policing to 
 create\nYouth and Family Centers, where wrap-around programming 
 supports\nstudents to stay in school.\n3. Provide Cultural Competency 
 Trainings for\neducators.\n4. Replicate the Kalamazoo Promise where any 
 student\nfinishing public school in Kalamazoo, Michigan, receives 
 100%\nscholarships to state and community universities.\n\nMid Term 
 Goals:\n1.   Create learning communities that incorporate\nsupportive 
 programs, rather than policies of expulsion and\nsuspension\n2. Increase 
 parent, teacher and student participation\n3. Instead of incarceration in 
 the Juvenile “Justice”\nSystem, engage youth in alternative 
 programs.\n4. Develop a strong, stable workforce within our\nschools that 
 is reflective of our community.\n5. End  testing that is punitive against 
 schools or\nstudents and hold state and federal governments\naccountable 
 for equitable, quality schools.\n\nLong Term Goal:\nRecreate the education 
 system to empower and engage\nall young people  in creating a world that
