 government.  \n\nA few years ago, in Los Angeles, John Judge delivered a 
 talk called, "Are You Scared Yet? Terrorism, Phony Terrorism and the 
 Strategy of Tension" which predicted the use of increased stages of 
 domestic terrorism, as planned extensively by the 
 security-industrial-intelligence complex, to create a permanent war economy
