DESCRIPTION:Why: Over 200 garment workers, mostly monolingual Chinese immigrant women, 
 labored for months without pay over a year ago and are owed over $1 
 million. They were employed by three related factories in San Francisco, 
 Wins of California, Win Fashion, and Win Industries of America, all owned 
 by Anna Wong and her husband Toha "Jimmy" Quan. \nThe U.S. Department of 
 Labor has collected over $400,000 in a "lock box" from the manufacturers 
 whose labels were sewn at the Wins of California factory. The money is 
 supposed to help pay the workers for their months of unpaid labor. However, 
 other creditors of the bankrupt factory are claiming the money and the 
 workers haven't received a penny.\n\nLast year, when U.S. Labor Secretary 
 Elaine Chao visited San Francisco and learned about the abuses the Wins 
 workers endured, she said, "I am just so sad. I could not sleep last 
 night...they need to have justice." Yet, over one year later, the workers 
 have not received any of their back wages. Elaine Chao - the first Chinese 
 American to hold the Labor Secretary post - has remained silent while the 
 Labor Department gives up its fight for the Wins garment workers.\n\n
