DESCRIPTION:“Guns, Butter and Terror”:   A Forum on Development and 
 Counterinsurgency  On Tuesday, May 23, 2006 at 6:00PM, the United Nations 
 Development Programme and the Asia Society of Northern California will 
 sponsor a panel discussion on human development as a tool for countering 
 terrorism and insurgency in poor nations.  “Guns, Butter and Terror”: A 
 Forum on Development and Counterinsurgency, will mark the international 
 launch of the Philippines Human Development Report, produced in conjunction 
 with the UNDP. The Report is the first quantifiable documentation to show 
 that that cultural isolation and discrimination can fuel terror and 
 insurgency in countries like the Philippines. Some of the most 
 conflict-ridden provinces in the Philippines are also among the bottom-10 
 provinces for human development. The forum will provide a long overdue 
 examination of the link between human development and human insecurity.  
 PANEL:  Dr. Zachary Abuza  - Associate Professor for Political Science and 
 International Relations at Simmons College, Boston, and a leading 
 specialist in Southeast Asian security issues and militant Islam.   
 Emmanuel Soriano de Dios – Lead Author of the Philippines Human 
 Development Report and Professor of Economics at the University of the 
 Philippines School of Economics.  Nileema Noble -- Highest ranking UN 
 official in the Philippines and UN Resident Coordinator.  Sarah Burd-Sharps 
 - Deputy Director of the UNDP Human Development Report Office, and former 
 head of the UN Development Fund for Women’s (UNIFEM) office in China.
