Private citizens or group of citizens are able to bring Federal Court cases questioning the constitutionality of Public Law 105-338 the "Iraqi Liberation Act of 1998", specifically regarding congressional sponsorship of regime change in Iraq, such sponsorship presented as an offence against the law of nations, United States Constitution, Section 8, Clause 10.
