San Francisco is in the midst of a housing construction boom, but leave it to the Pacific Gas and Electric Company to slow the pace. PG&E is causing construction delays across the city, and as the accompanying photo makes clear, moves at a glacial pace even when its utility poles are illegally blocking sidewalks and wheelchair ramps.
