20. Sheriff - Approve the following recommendations:
A. Authorize an increase in appropriations in the Sheriff’s Office Law Enforcement division in the amount of $201,637 for safety improvements and the purchase of necessary law enforcement supplies and equipment for the Sheriff’s Office Eden Township Substation, which will be offset with revenue from the Citizen’s Option for Public Safety (COPS) program; and
B. Authorize the Auditor-Controller to make the related budget adjustments

The County is in receipt of Citizen's Option for Public Safety (COPS) funding from the State of CA. Funds from the COPS program are to supplement existing services and must be either spent or encumbered by June 30, 2015. The Sheriff's Office Law Enforcement Services division received $201,637 in COPS front-line law enforcement funding [front-line troops, as in "engaging the enemy"]. These funds will be used to make significant safety improvements to the Eden Township Substation (ETS) location. These improvements include a hazmat storage reconfiguration, electronic key tracking system, remodel of the ETS armory, partial remodel of the recently vacated upstairs to create a training room and remodel of the interview [interogation] rooms which includes upgrading some of the equipment. The total estimated cost for these improvements is $169,900. In addition to these improvements, ETS will be purchasing patrol rifles, cell phone reader equipment, and bullet resistant vests in the amount of $31,737 for a total of $201,637.


20.1. Sheriff - Approve the following recommendations:
A. Approve a waiver of the formal County competitive bidding process for Procurement Contract No. 11359 with T.J. Aircraft Sales, LLC (Principal: T.J. Neff; Location: Novato), for the purchase of an airplane for the Alameda County Narcotics Task Force, in the amount of $350,000 which is fully offset with revenue from the Alameda County Narcotics Task Force Federal Asset Forfeiture Trust Fund No. 83114;
B. Approve an additional $35,000 as a Supplemental Work Allowance (SWA) for a total of $385,000 and authorize the Sheriff or his designee to issue change orders, as necessary, against the SWA; and
C. Authorize the Auditor-Controller to make the related budget adjustments

The Executive Policy Committee for the Alameda County Narcotics Task Force voted in favor of the purchase of an airplane (Cessna 206 non-turbo aircraft) to replace an existing aircraft that is nearing the end of its service life. The decision was made after careful consideration and research of specialized airplanes designed for the short range operations the Sheriff’s Office engages in. The funding will come from the Alameda County Narcotics Task Force Federal Asset Forfeiture Trust Fund.

[ As are most sheriff’s reports, this is very short. There is no explanation of why this specific airplane is necessary. What equipment and capabilities will be specified, built, or transferred into this aircraft. ]


21. Sheriff and General Services Agency - Approve the following recommendations:
A. Authorize an increase in the Sheriff’s Office Law Enforcement Services division in the amount of $253,764 for the purchase of five 2015 Ford Interceptor Utility vehicles;
B. Authorize the Sheriff’s Office to transfer funds in the amount of $253,764 to the General Services Agency for the purchase of the five new 2015 Ford Interceptor Utility vehicles; and
C. Authorize the Auditor-Controller to make the related budget adjustments

The Sheriff's Office Airport Police Services (APS) unit is contracted by the Port of Oakland to provide law enforcement and security services at the Oakland Airport and its surrounding areas. The Sheriff's Office provides 24-hour law enforcement coverage at the Airport, including responding to TSA passenger security checkpoints and assisting with traffic direction and control on all Airport roadways and parking enforcement. These duties put a large amount of wear and tear on the vehicles assigned to APS. ... The Port of Oakland has agreed to reimburse the Sheriff's Office for the purchase price of these five vehicles as well as the monthly depreciation expenses and ongoing maintenance costs.
