Somalia: Government Spokesman Media Trained?

Somalia: Government Spokesman Media Trained?
I recently watched a Youtube video by Al Jazeera English as it was hosting three Somali guests.

One of the guests was Ridwaan Haji Abdiweli, the spokesperson of the Federal Government of Somalia.
The three guests were debating about the disarmament of non-state actors in Somalia, especially in the capital city,Mogadishu. As I was watching the video, I was shocked by the professional incompetence displayed by spokesperson, Mr. Ridwaan Haji Abdiweli: he seemed to be choking with his words in strange, non-emotional ways, and his speech was just an amatuer pillow talk and lacked the necessary oratory and media training prowess, especially in the English language. By watching the video, I dont think he invested time and energy to become an effective spokesperson, notably in English, where if you're a highprofile spokesperson, you need to develop the right skills necessary to duck and shoot in the media landscape of today.
