Humanitarian hawks in the Central African Republic

U.S. Ambassador to the UN Samantha Power spoke in the Central African Republic on December 21, 2013. She announced that the U.S. will contribute $100 million in Pentagon resources to the French military intervention there.

U.S. President Barack Obama, National Security Council Advisor Susan Rice, and UN Ambassador Samantha Power often insist that the U.S. is responsible to intervene militarily to stop genocide and mass atrocities in the Global South.  All three invoke Rwanda, as Samantha Power has, as reason to back up the current French intervention in the CentralAfrican Republic. Their account of the U.S. failure in the Rwandan massacres of the 1990s is, however, highly disputed. Professor Ed Herman, co-author of Manufacturing Consent and The Politics of Genocide, wrote, “For [Samantha] Power, the United States is the solution, not the problem.”
