National Institute of Corrections reports transgendered raped 20 times more often in jails

a 2009 research report cited findings that transgender offenders experienced sexual victimization at a rate twenty times higher than a random sampling of offenders in the same facility. Such evidence indicates that LGBTI offenders are at increased risk for sexual victimization while in custody, and agencies that ignore this may be placing themselves at risk for litigation.
Review Panel on Prison Rape Releases 2011 Hearing Findings
The Review Panel on Prison Rape of the U.S. Department of Justice recently released its “Report on Sexual Victimization in Prisons and Jails.” The document covers testimony from invited witnesses from facilities across the country experiencing both high and low incidents of reported sexual victimization. One core purpose of the hearing was to get closer to identifying the common characteristics of incarcerated victims and predators.

Outcomes from the hearing suggested that more training and education were necessary to provide staff with effective tools for meeting the demands of reported sexual assault and abuse. In addition, the need for victim services, improved facility design, and best practices came forward in the discussion. More research on the needs, classification, and housing of lesbian, gay, bisexual, transgender, and intersex offenders was another major theme voiced by witnesses from both prisons and jails.
