I was alerted by an acquaintance to an article published in an Oregon newspaper, The Bulletin, regarding Suterra’s potential plan to purchase 1500 acres of land in Bend, Oregon to build their new pesticide factory. I’m sorry I can’t link readers to the actual article - apparently you have to have a paid subscription to access it, but here is something I know my readers will wish to understand.
A Suterra representative is quoted as follows in the news article:
“Pheremone based pesticides don’t contaminate ground water or affect other animals or kill crop damaging insects”.
This will come as news to everyone in Santa Cruz and Monterey County who saw their watershed poisoned, their wildlife and pets killed and lost their health after being exposed to aerial applications of Suterra’s pheromone-pesticide, Checkmate, in 2007.
It is simply outrageous that Suterra is making statements like this, and a terrible mistake on the part of The Bulletin for printing this lie, the intent of which on the part of Suterra is clearly to deceive the public into believing Suterra’s presence in the community will not lead to the poisoning of residents, their habitat and their water.
Here in California, we know what Suterra’s products do to us, our wildlife, our domestic animals and our environment, and it is because of this that I am urging you to write to this newspaper and urge them to print a correction. The people of Bend need the true facts. If they are to protect themselves, they need to be up in arms and not permit this corrupt and incredibly dangerous corporation to take root in their innocent town. Just think of the health damage that may be done to them if Suterra is not stopped from turning Bend into their own private pesticide lab.

Congressman Sam Farr (D-Carmel) has submitted a petition to the USDA for reclassifying the Light Brown Apple Moth to a minor pest status. He has also stated that he hopes his Agricultural Appropriations Committee will hold hearings with the USDA answering questions about making errors and correcting them. Farr wants hearing on LBAM classification
Congressman Sam Farr (D-Carmel) at a Town Hall Meeting in
Salinas Wed. night, affirmed his hope that his Agricultural Appropriations Committee will have a hearing with the US Department of Agriculture (USDA) Light Brown Apple Moth (LBAM) reclassification.
Farr has already submitted a 97 page petition to the US Department of Agriculture arguing to lower the classification of the LBAM from Class A (voracious pest) to Class C (minor pest).
“I am very excited about putting the USDA on the spot,” Farr had commented earlier. “I hope that we (the Appropriations Committee) can have a hearing on it.”
The USDA gets all of its money from the appropriations committee, so USDA “has to be responsive to our questions.” In his letter submitting the petition, Farr wrote, “I urge the Department to make a determination of the merits of the petition on the basis of sound science and proceed accordingly as soon as feasible.”
The petition challenges the quality of the science used by USDA in listing the moth class A and establishing trade quarantines. “The Plant Protection Act (PL 106-224:2000) . . . requires that decisions affecting trade be based on sound science.” the petition states.
In California, no damage from the moth has been found. Wherever the moth exists in the world, damage is not an issue, the petition reports. “The totality of published scientific literature suggests LBAM is at worst an episodically minor pest . . ..”
Along with three others, Roy Upton, LBAM Liaison for Citizens for Health, prepared the petition, which cites 182 sources, six from USDA and California Department of Food and Agriculture (CDFA) publications or statements.
Supporting letters with the petition are from Professors James R. Carey and Frank G. Zalom, internationally recognized University of California, Davis, entomologists, and Doctor Derrell Chambers and Doctor Hilary Lorraine, retired US agriculture officials.
“The current classification of LBAM is based on out-of-date information, incomplete understanding of LBAM biology, and does not reflect the true potential agricultural impact of LBAM on agriculture within the context of modern practices,” wrote Chambers and Lorraine.
The petition details all of the points made by Chambers and Lorraine.
Regarding classification and the associated quarantine on California produce, the petition says USDA relied on pre-1998 scientific and agricultural literature, ignoring one New Zealand scientist who changed a previous unsupported opinion that LBAM was a problem by reporting that LBAM “. . . is neither constant or endemic, nor characterized by sporadic plague-like outbursts.”
The petition also points out that some pests are classified A but without a quarantine. The USDA’s own figures show that most costs associated with LBAM in Australia and New Zealand are caused by requirements to meet the US zero-tolerance for LBAM, not for controlling LBAM.
Can the Mexico and New Zealand quarantines be lifted? Both governments have indicated that a change in US policy will be the main impetus needed for them to “harmonize” their policies. The discoverer of the first LBAM found in California in 2006, retired entomologist Jerry Powell, said, “. . . it doesn’t seem to me there’s much point to quarantining things . . ..”
Regarding LBAM biology, the petition recounts numerous errors, including the fact that USDA originally thought LBAM could not survive in coastal California, its only known home in the US.
The most frightening error was the projection of LBAM offspring provided by CDFA in 2007. It assumed that every egg laid by an LBAM would survive to maturity, increasing the California population to a range of 6.7 million to 7.8 trillion in a year.
In fact, the LBAM population has remained relatively stable. A main reason is predators. USDA and CDFA assumed no native predators would control LBAM. The petition lists 65 US LBAM predators, including six Trichogramma wasp species, a type of wasp that CDFA proposed importing.
Regarding modern agricultural practices, if LBAM were a threat, the petition offers this: “The success of New Zealand agriculture and horticulture professionals in controlling LBAM and other leafrollers using IPM (integrated pest management) techniques and few or no chemical applications is a model of best IPM practices that can readily be adopted in California.”

Even the best selling 'checkmate' that is sprayed on those nasty parasites in California is 99% water.
Water is the life of Suterra, and in theory Bend has lots of ground water.
The important thing is will Oregon DEQ be watching Suterra?? Will the ground water north of Juniper Ridge become polluted?
Forever in Oregon, the DEQ mantra has been "The solution to pollution, is dillution". Suterra now with plenty of 'free' well-water, should be able to legally 'dillute' and dump all their toxins into Central-Oregon's river's and water table.

On Oct. 22, Bend’s City Council voted to approve a sale agreement at Juniper Ridge with Suterra Inc., a Bend-based biotech company that utilizes a variety of toxic chemicals to manufacture insect control pesticides known as pheromones.
This action should alarm parents of Skyview and Lava Ridge students, Boyd Acre-area neighbors and corporate employees of Les Schwab that a company with Suterra’s history would be sited by the city near large population centers.
An Oregon Department of Environmental Quality fact sheet last updated Jan. 4, 2004, confirms that Consep (now Suterra) was first inspected by that agency in October 1999 and found to be a small quantity generator of hazardous waste. Violations included failure to make hazardous waste determinations and failure to comply with container management requirements, including proper labeling.
More alarmingly, DEQ discovered a flammable storage unit in Bend that was filled with hundreds of dangerous chemicals shipped here from a sister plant (Farchan) in Florida that had burned down.
Likewise, a review of OSHA records reflects a long history of violations dating back to the mid-’90s, when Suterra operated under the umbrella of Bend Research. While the agency stated that the file for Suterra (Consep, Bend Research) contained 480 pages of data that would cost $48 to reproduce, they agreed to provide a relevant 40-page extract of complaints, inspections and citations without charge that included the following:
• Complaint No. 20179560 issued on July 15, 2004, alleged that employees had not been trained about health hazards of corrosive pheromones used to manufacture med-fly lures. It further alleged that proper personal protective equipment was not provided and that employees have incurred skin burns while pouring corrosive liquids from one bottle to another.
• Inspection No. 302591169 concluded on April 22, 1999, affirmed seven separate violations of OSHA regulations. Infractions included unsafe circuit breakers, equipment with missing guards, problems with high voltage breakers, unsafe electrical connections, and excessive compressed air pressure.
• In 1995, Bend Research was cited during inspection No. 302592449 for, among other things, not even having a safety committee or maintaining OSHA logs as required by law.
Worse yet, more than 600 families filed illness reports in 2007 following a four-day aerial (Sept. 9–12) application of Checkmate (Suterra’s product) in Monterey and Santa Cruz counties. They described conditions including respiratory and reactive airway disease, asthma-type illnesses, and eczema. California’s Department of Food and Agriculture denies any connection.
There were also dead birds found almost immediately after the spraying and reports of pet illnesses. Again, CDFA maintained no connection between cause and effect.
On May 12, 2008, Monterey County Superior Court Judge Robert O’Farrel ruled that the discovery of a moth — a pest that is considered a threat to the state’s agricultural economy — does not constitute a legal emergency. He ordered aerial spraying of pheromones stopped until a report on environmental effects is delivered in January 2009. CDFA intends to appeal.
A business involved in the manufacture of toxic chemicals with poor workplace safety record should not be sited near schools or residential areas. What was the council thinking, or did they just not do their homework, as is frequently the case? (Buses anyone?)
Calls to the Bend-La Pine school district (requesting a comprehensive investigation into this matter), including the assistant superintendent of facilities and both PTA presidents, were not returned.
Is the absolute safety of our kids not a pressing priority?
The Bend-La Pine school district, Boyd Acres neighbors and other affected parties should demand a comprehensive independent investigation into threats posed by Suterra’s relocation to Juniper Ridge.
It appears likely that such a review would conclude that a toxic chemical manufacturing facility should not be sited at that location.

Thursday, the decision was final. Suterra, a Bend pesticide manufacturer will be relocating to Juniper Ridge off Northeast 18th near Cooley road. Bend resident Scott Siewert has concerns.
"My primary objection is there's three schools within a very short distance of the proposed suterra location," says Siewert.
Suterra makes what it calls environmentally-friendly pest control products. The company says it wants to stay in Bend, and is spending around three million dollars to make the move and triple the size of its office. The company will be making the same organic products at the new location. According to Juniper Ridge plans, the plant could be as close as one thousand feet to future homes. But Bend City councilors say that the plant will not be hazardous.
"A very good company here in Bend, they're actually located in the Old Mill district, they've been there for 25 years, and they've never harmed any of their neighbors," says Bend City Councilor Mark Capell.
According to the DEQ Hazardous Waste Program the company currently has a good record and is in compliance with Oregon's Environmental Regulations. But Siewert points out that wasn't always the case.
"I found that they had been a hazardous waste violator," Siewert says.
He cites a 2004 DEQ violation for what he saw was improper labeling among other things.
The money from the lease on the land is going to help the City of Bend pay for infrastucture into Juniper Ridge, such as roads and sewer.
The closest existing homes to the new location are about a quarter of a mile away. Some neighbors in the area tell KOHD News that being near a pesticide manufacturer does make them uneasy.

Wow, you guys can't really believe this stuff can you? To start, Suterra bought a portion of Juniper Ridge, not the whole thing. Les Schwab is a stones throw away, and Safeway was behind Suterra at their old location. Nothing like what you're describing in California is happening in Bend. If the chemicals really are that bad, shouldn't the people working for the company as well as others in the near community be dying off, and having their beloved pets croak. The simple fact is that nothing like that is happening here in Bend. Personally I do not have a political affiliation. I vote for who is best suited to take on the responsibility. I also work with many people who would never vote republican under any circumstance. As someone who lives near the described “Bio weapon factory,” I can honestly say that many of your claims regarding this issue as well as Bend are untrue and bare no scientific bases. By the way, isocyanate is also used in the making of rubber and adhesives. As far as Methylene Chloride goes, among its wide spread uses is the decaffeination of coffee and tea.
