This is what he posted on his own Congressional site, after everyone was watching C-SPAN waiting for him to introduce Impeachment as he has promised several days earlier...
"After making a statement on the floor of the House of Representatives last week indicating my intent to introduce articles of impeachment against George W. Bush, I met with members of the Judiciary Committee. After that brief meeting, I am hopeful there will be an inquiry by the
Judiciary Committee. I will give them the opportunity to proceed before introducing articles of impeachment."

It isn't possible for a single Congressperson to introduce ANYTHING. Just like in a public meeting or organizational meeting that follows some rules of order, you can't get a motion on the floor unless when you try, somebody else is willing to say "I second that". If a motion fails for lack of a second, it was never officially in existence.
Not that this necessarily lets him off the hook. ONE tactic whereby a representative can both promise an action and be sure of not being required to follow through is to intentionally word a motion such that it won't get a second. Several of them can do this each insisting on their own provisions. Of course the NORMAL (were they serious about it) way would be to second one version, then in debate argue for ammendments to alter the wording to some compromise those in support of the measure could accept.
