She alleges that Steve Kubby is the victim of a criminal conspiracy by Placer County District Attorney Bradford R. Fenocchio and Sheriff Edward N. Bonner and Deputy District Attorney Christopher Cattran to violate
California Penal Code Section 673 by inflicting cruel and inhumane treatment upon Steve Kubby.

WHICH WOULD injure or IMPAIR THE HEALTH OF THE PRISONER,
inmate, or person confined.
Any person who violates the provisions of this section or who aids, abets, or attempts in any way to contribute to the violations of this section shall be guilty of a misdemeanor.
